Arun District Council planning officers approved plans for the change of use of Silverdale, Yapton Road, including minor internal alterations and conversion of the existing garage to form an additional en-suite bedroom and office.

"The proposal complies with all normal development control criteria concerning design, highway safety/parking, character and residential amenity," they said.

"The proposal will not have have a detrimental impact on the amenities of neighbouring occupiers.

"Whilst the proposed change of use will result in a new facility that does not lie within the built-up area boundary, in this instance and given the particular needs of the likely occupants the location is appropriate."

A planning statement by Dobson Grey said the applicant was Consensus Support Services Limited.

The six adult residents would be in need of care and 24-hour on-site support with non-resident care workers and non-resident manager.

There would be five carers plus the manager during the day on two shifts with one or two overnight carers.

Carers would not all start and finish at the same time but would be staggered.

Yapton Parish Council sought conditions that ensure the safety of the proposed residents in relation to the proximity of the road.

It said the property fronts a dangerous section of road and currently has no boundary fence/hedge protecting the residents from wandering onto the pavement and/or road.

Two letters of representation were received including concerns about noise and disturbance.
